Russian Foreign Ministry reports on Palestinian talks

Text of "Statement for the media on a conversation between Russian Foreign Minister S.V. Lavrov and participants in an intra-Palestinian meeting", published on the Russian Ministry of Foreign Affairs website on 23 May

On 23 May, Russian Foreign Minister S.V Lavrov received the participants in the intra-Palestinian meeting that took place in Moscow Region. Attending the conversation were representatives of Fatah, Hamas, the PFLP [Popular Front for the Liberation of Palestine], the PLFP-GC [Popular Front for the Liberation of Palestine – General Command] and the DFLP [Democratic Front for the Liberation of Palestine], as well as the leaders of the Palestinian People’s Party and the Palestinian National Initiative.

S.V. Lavrov stressed that the promotion of intra-Palestinian reconciliation on a peace-loving basis, on the platform of the UN and on the basis of the Arab peace initiative, was designed to create favourable conditions for the resumption of negotiations with Israel and the securing of an all-encompassing and just settlement in the Middle East. Its main result should be the creation of an independent, territorially contiguous and viable Palestinian state on the basis of the 1967 borders, with East Jerusalem as its capital, living in peace and security with Israel. The minister welcomed steps to restore national unity among the Palestinians, stressing that Russia has always supported movement in this direction and actively assisted in the intermediary efforts of Egypt, whose role in the achievement of the relevant results we note.

It was pointed out that the most important thing at the moment is to achieve consistent implementation of the Cairo agreements in practice. On this matter, the Palestinians can rely on the support of the Russian side.

The Palestinian representatives stressed a resolute mindset in support of achieving Palestinian national unity as soon as possible. In this regard, they informed us of ongoing work to achieve the practical realization of the agreements reached in Cairo in early May, first and foremost, in terms of the formation of a transitional government consisting of "technocrats", one of whose key objectives should be the preparation and staging of general elections.

The Palestinians expressed sincere gratitude to the Russian side for organizing the meeting on 21-22 May of this year under the auspices of the Institute of Oriental Studies of the Russian Academy of Sciences, a meeting which took place as part of assistance in the soonest possible implementation of the agreements to overcome the split in the Palestinian ranks. They informed us that they also paid a great deal of attention to agreeing common Palestinian approaches towards a settlement with Israel. In particular, there was a detailed and focused discussion of the problems of territorial demarcation, security, the future of Jerusalem, Palestinian refugees and other final-status issues. The result of the discussion was the adoption of a special statement.

Taking part in the meeting was the director of the Russian Foreign Ministry’s Middle East and North Africa department, S. V. Vershinin.
